The Netherlands has a strange problem: Empty prisons

The Dutch crime rate has dropped by about .9% each year for the past several years. Coupled with changing criminal justice policies, the total numbers of inmates held in Dutch prisons fell by 27 percent between 2011 and 2015. As a result, 19 Dutch prisons were closed in 2013.

Some empty prisons are being used to house prisoners from neighboring countries and others shelter migrants and refugees.
